National Council of La Raza
This factsheet by the National Council of La Raza (NCLR) breaks down the American youth population into three racial categories – whites, blacks and Hispanics – and examines patterns in each group’s incarceration rates. It focuses specifically on the Hispanic youth population, citing data from the U.S. Census Bureau that, as of 2008, Hispanic youth made up 19 percent of all 10- to 17-year-olds in America.
The report addresses concerns regarding disproportionate rates of incarceration among the racial groups. In comparison to white youth, Hispanics and blacks make up a larger portion of incarcerated youth than they do the overall youth population. Of the three, the Hispanic youth population has grown the most since 2000, yet because of disproportionate incarceration rates, Hispanic youth face the most “serious challenges that threaten their future as successful adults,” the report states.
