City Roles in Creating High School Alternatives for Struggling Students

The Bill and Melinda Gates Foundation funded the National League of Cities to work with five cities (Corpus Christi, Texas; Hartford, Conn.; Phoenix; San Antonio, Texas; and San José, Calif.) to expand learning options aimed at lower the dropout rate in those cities. This report is a lessons-learned of  sorts from the experience, and highlights what cities can and should do to reach students who are at risk of leaving the school system early.
