“Rigorous evaluations are needed to guide continued improvements and responsible investments by the juvenile justice system to ensure youth who are processed by juvenile courts are held appropriately accountable and prepared to build productive, crime-free lives. With this NOFO, NIJ, in collaboration with the Office of Juvenile Justice and Delinquency Prevention (OJJDP), seeks applications for evaluation projects to inform policy and practice in the field of youth justice in the following two topics:

  1. Evaluations on Juvenile Justice System Prosecution: Under this topic, NIJ seeks applications to conduct evaluations on juvenile justice system prosecution. NIJ is specifically interested in evaluations that assess public safety outcomes of prosecution strategies intended to reduce the criminal and juvenile justice system’s oversight of juveniles engaged in law-violating behavior, such as alternatives to prosecution and efforts to avoid placing youth in carceral settings or shorten disposition terms.
  2. Evaluations of Juvenile Reentry Practices: Under this topic, NIJ seeks applications to conduct rigorous outcome evaluations of facility-, community- and faith-based youth reentry efforts across the continuum of service. Proposals should include examination of reoffending and outcomes related to desistance. NIJ will prioritize evaluations of reentry efforts that: (A) Begin upon juvenile-justice-system involvement, focus on continuity of services, and engage youths’ families; (B) Focus on youth with histories of homelessness, substance misuse, or mental health problems and older youth (15–17) and young adults (18–24); and/or (C) Propose to partner with one or more OJJDP-funded Second Change Act residential placement facility sites to evaluate their efforts in implementing youth reentry program(s), practice(s), or strategies.”

Nonprofits having a 501(c)(3) status with the IRS, nonprofits that do not have a 501(c)(3) status with the IRS, for profit organizations, small businesses, private institutions of higher education, public and state controlled institutions of higher education, city or township governments, county governments, state governments, special district governments, independent school districts, public housing authorities/Indian housing authorities, Native American tribal organizations (other than federally recognized tribal governments), Native American tribal governments (federally recognized), others.
