In examining how health care reform might affect the estimated 25 million children now covered under Medicaid or the Children’s Health Insurance Program, the authors conclude that increased parental coverage will help these children, because “many have uninsured parents with unmet health needs.” But trying to move the children to a new health insurance system could make things worse, “through the potential loss of benefits and legal protections and possible exposure to higher cost-sharing.” But access to health care could improve if reimbursement rates were higher than what is paid under Medicaid and CHIP.
