It’s well-documented: Young offenders in California’s juvenile justice system face frequent violence and receive little rehabilitation. Some advocates are calling for the dismantling of the system altogether. An analysis by The Chronicle and other independent groups shows that Gov. Arnold Schwarzenegger’s administration has accomplished little in its efforts to correct severe problems at the state level, even as juvenile prison populations have sharply declined in recent years and local jurisdictions have been able to engineer improvements in treating offenders.
