In an attempt at government transparency, this branch of the U.S. Department of Health and Human Services (HHS) details the process by which federal legislation turns into funding and policy for child welfare programs.

The gateway, which provides information on child and family services, explains the role that the Children’s Bureau of HHS plays in guiding the flow of funding to the state level. The report explains how the bureau reviews legislation, issues instructions to states regarding provisions of the legislation, disburses the funding through several types of grants (both formula and discretionary), and oversees states as they develop policies to follow the federal regulations.
