Educators nationwide are protesting a Bush administration rule that would cut about $3.6 billion over the next five years from Medicaid funding for disabled students. The rule, which takes effect in June unless Congress intervenes, will prohibit schools from billing Medicaid for busing special education students, enrolling children in Medicaid and other administrative costs.
