Eligibility: “A consortium of– (a) (i) One or more LEAs; or (ii) The Bureau of Indian Education; and (b) one or more community-based organizations, nonprofit organizations, or other public or private entities. A consortium must comply with the provisions governing group applications in 34 CFR 75.127 through 75.129.”
