Researchers estimate that in 1999, more than 5 million youth fit the definition of “at-risk.” With the population of youth between the ages of 18 and 24 expected to rise 22 percent by 2015, experts believe there could also be a corresponding growth in the number of at-risk youth. One way to combat this increase, says this report, is to involve at-risk youth in nonprofit organizations that serve the public.
