How Welfare and Work Policies for Parents Affect Adolescents

This report uses data collected in studies of parents involved in 16 welfare and employment programs to demonstrate some shortcomings of the 1996 welfare overhaul. Based on parent responses, adolescents whose parents were in a program performed below average in school, repeated grades and required special education more often than youth in a control group.
