Lost in the Shuffle: Foster Care and Public Education

Foster children face multiple disadvantages in securing a good education, including changing schools frequently, having to attend school outside of the districts where they live, and not receiving special education services because their birth parents are unable to give parental consent. The Education Law Center surveyed foster care providers, school districts and early intervention providers in Pennsylvania and found widely differing protocols for enrolling foster kids in school and allowing them access to special education evaluations and services.
