The Maryland Department of Juvenile Services (DJS) is an executive agency whose primary task is to support young people involved in the juvenile justice system. By law, the Department of Juvenile Services is a child-serving agency responsible for assessing the individual needs of referred youth and providing intake, detention, probation, commitment, and after-care services.

Main Purpose of Job
Position Overview
- Empowers community operations staff to improve how young people and families experience the juvenile justice system and increase youth and community safety outcomes
- Leads strategic reform initiatives focused on holding young people accountable while creating pathways for success in a system that values equity, inclusion, and safety
- Initiates and manage collaborative partnerships with justice system stakeholders, including young people, families, community organizations, law enforcement, state and local governments, child-serving state and local agencies, judiciary, and legal counsel
- Manages and coaches an executive team to implement and cultivate innovative strategies aimed at connecting youth and families to developmentally-appropriate, evidence-based, and culturally-relevant services, supports and opportunities and achieving positive outcomes for young people
- Coordinates with other Departmental units, such as those responsible for equity and inclusion initiatives, residential and support services, and research and evaluation functions to develop a cohesive approach to supporting staff, young people, families, and communities
Core Responsibilities
- Statewide intake operations, including DJS-led diversion efforts
- Statewide alternatives to detention programs that include electronic monitoring, contracted programs, and DJS operated evening reporting centers
- Statewide community supervision (probation) and reentry (aftercare) operations
- Implementation of community-based reform strategies
- Coordinate between other child-serving systems and agencies to jointly implement initiatives to meet the diverse needs of young people and their families

Minimum Qualifications
Education: A Bachelor’s degree (or higher) from an accredited institution of higher education.
Experience: Ten (10) years of experience working with Executive Leadership. Five (5) years of direct experience working with youth under court supervision or in youth justice, alternative community placements, or equivalent direct service experience with youth.
Desired or Preferred Qualifications
The preferred candidate for this position will possess the following:
- Master’s Degree in Social Work, Social Sciences, Law, Behavioral Health, or Legal-related studies preferred;
- Demonstrable evidence of developing a team and organizational strategy and being accountable for its results;
- Significant experience designing and implementing diversity, equity, inclusion, and engagement initiatives;
- Significant experience and knowledge of community reinvestment strategies and implementing initiatives and programs grounded in positive youth development.
