Of the nearly 4,100 allegations of sexual violence against youth in juvenile corrections systems from 2005-2006, approximately one in five (732) were substantiated. Of those, the staff of the facilities committed 295. Seventeen percent of the substantiated reports occurred outside the facility, and two percent occurred while in transit.
Although women make up only 15 percent of the population in correctional facilities, they were the victims of 36 percent of the substantiated cases. Additionally, roughly the same percentages of staff-on-youth violence was substantiated compared with youth-on-youth violence (18 percent and 21 percent, respectively). Free, 37 pages.
