In assessing the implementation of the Foster Care Independence Act of 1999 (FCIA), which doubled federal funding for independent living programs to $140 million a year, the GAO cites continuing challenges, such as mental health services and housing for foster youth transitioning to independence. The report concludes that coordination among federal, state and local programs has been inconsistent, and recommends that the Department of Health and Human Services improve access to federal program information and improve its state monitoring process.
