The agencies behind this report say it seeks to stimulate action to combat underage drinking by presenting research and identifying societal goals, but it seems designed to stimulate publicity as much as anything. The report essentially tells everyone to pay more attention to the problem, but doesn’t propose any concrete actions by its creators to facilitate those goals.
The goals include: Foster changes in society that facilitate healthy adolescent development; engage youth, parents, schools, communities, governments and social systems that serve youth in a “coordinated national effort” that the report does not detail; conduct additional research on adolescent alcohol use and its relationship to development; and improve public health surveillance on underage drinking.
