The Garden Grove, Calif., city council last month imposed new restrictions on cybercafes, which cater largely to youth and young adults, after a series of violent crimes (including a murder) outside the facilities. Police say gang members come to the cafes to continue disputes that start elsewhere. The restrictions include reduced hours, surveillance cameras and limits on the numbers of computers.
