Based on data from three states on mothers with young children, this report says that any economic gains made by single mothers moving off welfare as a result of reforms are small and have not improved their families’ living conditions. Most mothers did not improve parenting skills as more of them moved off welfare. As time spent with their children declined, their childrens’ TV-watching increased. On the bright side, more kids living in poverty entered day care, improving their overall cognitive skills and school readiness. 107 pages. $25.
