New Match Rules Aim to Help Struggling Foster Grandparent Programs

New proposed rules implementing the Serve America Act – the law that reauthorized and expanded the Corporation for National and Community Service programs – allow flexibility in managing match requirements for Foster Grandparent and other CNCS-funded initiatives. The rules would alter a current requirement that forbids certain costs, such as insurance, meals and physical examinations, to exceed 80 percent of the federal share of the grant award. An exception will be made to the 80 percent limit in cases of demonstrated need, such as difficulties in developing local funding sources in the first three years of operation; an economic downturn, natural disaster or other similar event; or the unexpected discontinuation of a long-term local funding source.
