The U.S. Department of Health and Human Services is not effectively ensuring that its grantees meet performance goals regarding the provision of marriage, relationship and parenting skills to low-income and minority groups, according to this report by the GAO. The study is part of an initiative to improve the Healthy Marriage and Responsible Fatherhood Initiative, which can award $150 million in grants each year until 2010.
