Healthy Marriage and Responsible Fatherhood Initiative: Further Progress is Needed in Developing a Risk-Based Monitoring Approach to Help HHS Improve Program Oversight

Government Accountability Office (GAO)

The U.S. Department of Health and Human Services is not effectively ensuring that its grantees meet performance goals regarding the provision of marriage, relationship and parenting skills to low-income and minority groups, according to this report by the GAO. The study is part of an initiative to improve the Healthy Marriage and Responsible Fatherhood Initiative, which can award $150 million in grants each year until 2010. The GAO concludes that the agency should create a uniform performance indicator and focus more on programs in danger of not fulfilling grant requirements. Free, 55 pages. (202) 512-6000,
