New proposed rules implementing the Serve America Act – the law that reauthorized and expanded the Corporation for National and Community Service programs – allow flexibility in managing match requirements for Foster Grandparent and other CNCS-funded initiatives. The rules would alter a current requirement that forbids certain costs, such as insurance, meals and physical examinations, to exceed 80 percent of the federal share of the grant award.
