TRI-CAP is a Community Action Agency, founded in 1966 as part of President Johnson’s War on Poverty. There have been a series of unsuccessful attempts over the past 40 years to de-fund and shut down the more than 1,000 Community Action Agencies across America. TRI-CAP’s Teen Wellness Centers are another example as to how Community Action Agencies respond to the needs in their respective cities, suburbs and rural areas.
